(1)    Background and MRA Status

As previously announced, the US signed a telecom MRA with Mexico in May of 2011.  This MRA is for the mutual acceptance of testing laboratory results generated by recognized testing laboratories for specified telecom technical regulations.  The text of the agreement is attached. USTR’s original announcement can be viewed here.  

The technical regulations for which Mexico will (once the MRA is implemented) accept test reports from recognized testing laboratories designated by the U.S. are:

NOM-083-SCT1-2002
NOM-084-SCT1-2002
NOM-088/1-SCT1-2002
NOM-088/2-SCT1-2002
NOM-151-SCT1-1999
NOM-152-SCT1-1999
NOM-121-SCT1-2009

The MRA is expected to become operational by the end of 2012, at the conclusion of the 18 month confidence building period.  

The date on which NIST will begin to accept applications for designation for recognition by Mexico will be announced towards the end of 2012.  

(2)    Translation of Accreditation Documents  - Advanced Notification

For initial designation, it looks likely that Mexico will require submittal of a translated (into Spanish) copy of the CAB’s ISO/IEC 17025 Assessor Report and Deficiency Report (and response).

Appendix B (4) and Article 13 of the MRA give Mexico the liberty to make this request.    

The exact requirements of designation will be communicated to all CABs as soon as these are finalized.

(3)    Survey on Technical Training  

The government of Mexico, working in conjunction with the Mexican laboratories,  is willing to organize a technical training session on the NOMs (in Mexico).  

Mexico is seeking preliminary information on the technical training needs for US laboratories and other stakeholders.    Please take a few minutes to respond to the following questions.  The source(s) of the responses will be de-identified, and the information summarized for Mexico’s consideration.

Questions:  
  1. Is your organization interested in applying for designation to Mexico when the MRA becomes operational?  

  1. If yes –  which NOMs are of greatest interest (for recognition)?  

  1. Would your organization be interested in attending a technical training session  (for the NOMS) in Mexico?

  1. If yes - which NOMs are you most interested in (for training)?

  1. Please estimate the number of individuals from your organization that might attend a training session in Mexico:

  1. What method(s) of training would work best to meet your needs to ensure competency and understanding of the NOMs and conformity assessment requirements of Mexico?

  1. What factors will determine whether or not your organization will be able to participate in the training?

  1. If you have other thoughts on technical training needs, please provide them below:
